This barge-supported, tubular steel frame and tensile membrane terminal enclosure was erected at a boatyard in Brooklyn before being towed into its final berth near BPC. Severud Associates designed the roof as well as glazed wind screens, loading ramps, gangways, and a waiting room to allow differential movements of the barge due to the tidal and storm actions of the Hudson River.
